Health Ministry deliberately delaying DPC, resentment brewing in docs fraternity

Early Times Report
Jammu, Jan 5: Resentment is again brewing among doctors' fraternity of the Government Medical College and Hospital (GMC&H) and its associated hospitals Jammu on issue of delay in conducting Departmental Promotion Committee (DCP) for last almost two years, which is clear violation of the Medical Council of India's norms but who cares?

Moreover, most of medical colleges across the country got a substantial increase in Post Graduate (PG) seats, GMC Jammu had got a dozen seats earlier, due to that most of the Associate Professors and Professors of various disciplines of GMC Jammu were holding their posts on Own Pay Grade (OPG) basis and were not confirmed by DPC.
As per the norms of the MCI, they do not consider any own OPG promotion, only consider DPC confirmed faculty on any post for the sake of headcount. Official sources told Early Times that nearly 220 faculty members of the GMC Jammu, comes under the preview of the MCI and out of which more than 99 faculty members are on OPG posts. These faculty members had promoted on Own Pay Grade (OPG) basis about more than a year ago but the file of DPC is still gathering dust in the concerned department.
Practically, 41 percent of faculty of the institution is deficient in the respective cadre of Professor, Associate Professor, and Assistant Professor which is directly going to affect allotment of PG seats. It has learnt that whatever going to be reasons for the state Health Ministry but MCI is not going to extend any excuses for the sake of faculty deficiencies, which is likely and surely going to be there unless the DPC is convened by the department.
Now, officials sources added that, MCI has again invited one time more increase PG seats but due to lack of DPC confirmed faculty of various disciplines due to non serious approach of the concern administration as well as department, GMC Jammu is likely to face same problem as was faced in past year in the form of sanction of less number of PG seats allotted to this institution viz other institutions of the country, thereby killing of the many PG aspirants of j&K state.
It worth mentioning the dream of the Union Government for such enhancement of the PG seats across the country, is too generated more qualified doctors, who can serve in the periphery and various announced new medical college but here it seems the state govt is giving damn to the vision of the centre government. When contacted Principal Secretary, H&ME Dr Pawan Kotwal was not available for comments despite repeated attempts..
