JEs with AMICE degrees denied promotions

Deptt says degree not valid for Govt jobs in State

Jammu, Jan 14: Number of Junior Engineers, having AMICE degrees, working in Public Health Engineering (PHE) Irrigation and Flood Control (I&FC) Departments of Jammu and Kashmir State are running from pillar to post to get promotions since 2010 till date and files are pending for disposal of the same. However, Commissioner, Secretary of PHE Department Sanjeev Verma said department has already examined the said degree two times but both times the degree has been rejected.

A group of JEs stated that the PWD (R&B) Department of J&K state have accepted the above said qualification and included the concerned Junior Engineers in the seniority list of JE (civil) degree holders and also have promoted vide Govt. order No. 362 PW(R&B) of 2014 Dated 14-08-2014 various junior engineers to the post of Assistant Engineers but PHE, I&FC Department is not accepting despite repeated requests.

JEs with AMICE degrees are running from pillar to post for promotions. The authorities have told them that the degree was not valid for government jobs in JK


"JEs working in PHE, I&FC Department of J&K State, have passed section (A&B) Civil Engineering Associate Membership Examination from" The institution of civil engineers ,(India) Ludhiana, Punjab" and they submitted their degrees through proper channel in the office of Commissioner, Secretary to Govt., PHE,I&FC Department civil secretariat Jammu/ Srinagar for inclusion of their names in the seniority list of JEs (civil) degree holders ,but the PHE department have not incorporated names in the seniority list since 2010 till date, "they added.

They further claimed that the files are pending for disposal of the same for last many years but nothing has been done in this regard so far. "Section (A&B) civil engineering degree from the Institution of Civil Engineers (India), Ludhiana, Punjab is recognized by Ministry of Human Resources Development, Govt. Of India, Department Of Higher Education vide Gazette notification No:-F-24-1/2007-TS-111 Dated; 6th November 2007, All India Council for Technical Education New Delhi vide letter F .No SEQVIJAB/Gen./Coor/2008-09 Dated 16-09-2008, Distance Education Council Govt. of India it vide letter F No. DEC/ICE/08/7901 Dated 25-04-2008, UPSC have clarified vide their letter no F.2/1/2007-EIB Dated 30th June 2008 and Association of Indian Universities New Delhi have also approved.

"Even Union Ministry of Human Resources Development, Department of Higher Education, Govt of India have issued one office memorandum vide its F.No.11-15/2011-AR-TS-11 Dated 06th December 2012 in which recognition to the AMICE degree and AMIE degree was granted with students enrolled upto 31-05-2013 and those would be eligible for Govt. jobs, "they further said.

They also said following clear directions of MHRD, Govt. of India, PWD (R&B) of State Government is accepting the above said qualification but sister concern department PHE is not accepting the same. Moreover PWD(R&B) Department has started process for promotions of junior engineer civil to the post of assistant engineers vide their letter no. PW(R&B) /NG/83/2012 Dated 2242-2016. In which various candidates possessing AMICE section (A&B) Civil engineering degree are being considered for promotional benefits.
They appealed Chief Minister and Minister for PHE, l&FC Department of J&K State to please consider their genuine case and direct the commissioner secretary to Govt. PHE ,I&FC Department to accept their degrees.
