Controversial doc targets Chief Minister for taking credit for Medical University

Jammu, Dec 18: Within minutes of Chief Minister Mehbooba's tweet on establishment of Medical University in J&K, a controversial lecturer working in Government Medical College Jammu directly targeted CM throwing all the service conduct rules (CCA & J&K Medical Education Gazzatted Service Rules) to winds saying PDP could not digest announcement of setting up the University by J&K Health Minister Bali Baghat.

On Monday, CM Mehbboba Mufti tweeted, "In an effort to realize my father's vision we will start the process to setup the first medical university in J&K during the upcoming assembly session. The Healthcare and Education sectors are vital to our states development". Taking jibe on the CM's announcement, a lecturer Dr Kailash Thakkur---- who has hogged headlines for misbehaving with female staff, sometimes working as agent of politicians and sometimes for creating internal disputes within the GMC faculty------- within minutes of the tweet slammed the PDP and wrote on many social networking site (whatsapp groups) and made his comments viral too. "The race to take credit. Now it is crystal clear why Health Department was deliberately being targeted as PDP could not digest the announcement of setting up of Medical University by Bali Bhagat the Minister Health and Medical Education. People know and understand the fact that it is only Bhagat who has announced setting up a committee to establish a Medical University in J&K".
Officials claimed that first and foremost, this is first time in the history of J&K that some serving employee has directly targeted the Chief Minister of the state. Although, right to speech and expression of thought is a fundamental right but this right cannot be used for political comments that too by a government employee.
Secondly, government employee cannot behave so arrogantly. Is this employee a blue-eyed boy of "super politicians" or is he a pampered tout of some big wig in political circle or is he emotional creature unknown to Service Conduct Rule by which he is governed as an employee.
Officials further stated that this was not only unethical but provocation of an employee to spit venom against politicians that too the politician holding the highest seat of power.
What action the administrative department would take against the erring government employee needs to be seen.
Besides, this doctor for the last few months is almost working as PRO and if sources are to be believed, he many a times ignored his basic duties as a doctor and accompanied ministers and politicians during their visit away from his duties.

Drama in GMC; ex-Principal refuses to leave chair for successor

The government on Tuesday issued an order removing GMC Principal, Dr. Zahid Gillani, and appointed Dr. Sunanda Raina as the new Principal. One more case of GMCH doctors' alleged negligence came to the fore when the report of Dr Bhupinder Singh, a pediatrician tested negative for H1N1. He had died of respiratory problems last Thursday.
