Financial irregularities surface in GMCH

Jammu, July 4: More skeletons are likely to tumble out
of the cupboard as rumours are in the air that former Principal of Government
Medical College and Hospital (GMCH) Jammu allegedly allotted two Canteens,
within the premises of Boys' and Girls' Hostels to his close aide, without any
codal formalities.
As per sources, a set procedure is laid for such
provision under its Order 492 HME of 2008 dtd. 17/6/2008 to notify sites for
canteens besides the basic codal formalities to allot canteen/eateries to
deserving bidders through a tendering procedure which allegedly have been
ignored in both the cases.
"In mere violation of finical codes as laid down
by Government of Jammu and Kashmir the two cafes/ canteens are running in Boys
and Girls Hostels of GMCH Jammu for the last one year," official sources
told Early Times.
They further said that the permission was granted by
the then GMCH Jammu Principal without seeking administrative permission.
"No such mandatory codal formalities were followed before allowing any private
player to establish their business within premises of GMCH Jammu, nor the
concerned higher ups were informed in this regard," they added.
"As per Government Order 492 HME of 2008, all
sites or built up structure need to be notified by Government which are falling
under jurisdiction of the Health and Medical Education Department but former
principal, reportedly thumbed down the aforesaid government order to extend
favour to a doctor who is known to his close aide" informed a source
within GMCH.
Rules violated
"In mere violation of financial codes as laid
down by Government of Jammu and Kashmir the two cafes/ canteen are running in
Boys and Girls Hostels of GMC &H Jammu for the last one year."

Pertinently, the said order further states: any such
allotment can only be made through auction by inviting sealed bids from public
through advertisement in leading newspapers, which was also not done by the
former Principal.
Further it states that a standing committee should have
been framed that should ascertain if there was need of a canteen/eatery in
hostel premises or not, along with other details, but it was not done.
According to sources, the canteens were allowed on much
higher bids than others canteens.
"A complaint was filed to concerned authorities by
other bidders alleging financial irregularities but all in vain," the
sources lamented.
"However the worst part of the whole episode is
that the GMCH authorities and hostel authorities knowing the facts and
procedural formalities for the case just let the things happen instead of
intervening" said sources.
When contacted Principal of GMCH Jammu Dr Sunanda Raina
said that the matter was not in her notice.
