Did GMC&H canteen allotment papers really go missing?

JAMMU, July 8: The issue of allotting two canteens of Government Medical College and Hospital (GMC&H) Jammu without inviting tenders by former Principal has taken a new twist with an alleged theft at a room of Boys Hostel.
In the alleged theft, it is being claimed that the necessary documents pertaining to the allotment of the canteens have been stolen but if sources are to be believed there were no documents there and the drama was allegedly planned to save the culprits. 
Pertinently, Early Times had published a story in which it had exposed that the canteens were allotted without following codal formalities and inviting tenders with an aim to benefit some blue-eyed doctors. After publication of the story, an incident occurred in the room of Boys Hostel, wherein some miscreants allegedly barged into the room and stolen some documents.
Sources claimed that the theft incident happened, only after the Principal of GMC&H Jammu sought related documents from a doctor- who is assisting seniors in Hostel's affair-- of Boys' Hostel to verify the facts about allotment of canteens, taking cognizance of news report.
The Principal had reportedly decided to take action, if someone would be found guilty but instead of getting documents, she got a report of an alleged theft in the premises of the Boys Hostel. "Strangely no FIR has been lodged in the theft case on the same day," sources said.
  
Shielding culprits?
"The documents were actually not available anywhere and canteens were allotted without completing codal formalities. The theft drama was only enacted to save the skin of culprits."
Highly placed sources Early Times told that the story about allotment of canteens had created ripples in GMC administration and Principal office had sought documents from Hostel authorities, which they failed to present. "The stealing of documents on the same of the news' publication raises many questions due to reluctance shown by department to lodge FIR besides the non-availability of documents in record rooms, "Sources further alleged.
"It is compulsory for all departments to forward copy of any order, circular, tender and others to administration block, for keeping the records but the record pertaining to canteens was reportedly missing from there", sources alleged.
When contacted, Principal of GMC&H Jammu Dr Sunanda Raina said that she had sought documents of the canteens yesterday but Dr Vivek Mahajan- who is assisting in Hostel affairs-failed to produce the documents and reported that same were stolen on the mid night of July 5 to 6.
"I have directed to them to lodge an FIR imminently," She informed. But as per SHO Bakshi Nagar Ashwani Sharma no FIR was lodged till date.

Interestingly, no action has been taken to verify the facts from the office of Commissioner Secretary of Health and Medical Education department.
