Director DHS Jammu bypasses Minister for H&ME, Commissioner Secy

Transfers B-grade specialist doctors without compulsory approval

JAMMU, June 21: Directorate Health Services (DHS) Jammu has transferred three consultants and posted them in different health institutes by throwing rules and regulations to winds.
The director has no powers to transfer A and B grade doctors. Moreover director has reportedly not taken the approval of commissioner secretary of Health and Medical Education Department.
The government order number 201 HME of 2012 states, in serial no (D) Delegation of Power for making transfers and posting, that Gazzeted Officers above the first class gazzeted level upto the level of Deputy Director, Health Services, CMO, A or B grade specialist and equivalent posts, can be done by Minister incharge, who may delegate all power or any of power to the minister of state or administrative secretary.
Need to mention here that on June 16, 2017 Director had issued an order no 552 G of 2017, in which three consultants have been transferred and posted at different health institutes, putting serious questions as why higher ups of concerned department didn't issue order of above said doctors and why Director, who has no power to transfer B Grade doctors, issued transferrs order on his own. "It clearly shows that the rules and regulations are being ignored by the officials of the department as per wishes," Highly placed official sources within H&ME told Early Times.
Minister for Health and Medical Education Bali Bhagat said the letter has been sent to commissioner secretary for its approval and the matter under his knowledge.
Director DHS Jammu Dr Gurmeet Singh said as 'Jo hume Mantri aur Commissioner likh kr bejte vohi krte hai' (as Minister and Commissioner of concerned direct to do so in written and same we do). "After getting approval from concerned department, so the doctors have been transferred, "Singh claimed. Before this correspondent asks further questions on the same topic, the Director has hanged up calls arrogantly and didn't pick up calls despite repeated attempts.
"Indifferent attitude of Director and different statements on the same topic, shows that there is something fishy in the matter so that the director was evading replies, "Sources alleged and adding that the transfers have been done without getting mandatory approval from the higher ups. The Director has reportedly desperate to transfer of all the consultants without waiting to get approval from higher ups.
Senior officials in H&M in civil secretariat, wishing anonymity, agreed with Minister's Version and said that though the file of transfer was forwarded for approval but approval was not given by the office so far and on verbal initiation the consultant have been transferred.
