Registrars, Demonstrators openly pursuing private practices

Two hoots to MCI, State Govt guidelines
Nitesh Sangral
Early Times Report

JAMMU, May 22: In clear violation of the guidelines of Medical Council of India as well as State government imposing ban on private practice of the doctors, number of Registrars and Demonstrators of Government Medical College and Hospital (GMC&H) Jammu are openly pursuing their lucrative private practices with impunity under the nose of concerned Head of Departments and Principal of GMC&H Jammu despite receiving non-practicing allowance (NPA).
Moreover, the MCI and State Health Ministry have imposed ban on participation in Continuing Medical Education (CME) sponsored by pharmaceutical companies as well.
Officials within GMC&H, wishing anonymity, told Early Times that Registrars and Demonstrators of various departments viz Orthopedics, Medicine, Surgery and others were following footsteps of senior doctors and doing private practices with the blessing of HoDs and Principal of the institute. It seems higher ups including HODs and Principal have bowed before powerful nexus of Registrars of GMC&H.
Pertinently, Registrars of the college submit an affidavit declaring that they will not indulge in any private practice but instead of adhering rules, Registrars continue their private practice in different private clinics, officials informed, adding that they have also nexus with pharmaceutical companies, private clinics, laboratories and radiological diagnostic establishment from where they get huge commission.
MCI and State Government also banned participation in any CME which is sponsored by pharmaceutical companies. The sponsored CMEs are only get- together in which they (Registrars and Demonstrators) meet with representatives of foresaid companies and chart out plan to promote their brands.
The doctors who attend these sponsored CMEs accept gifts and goodies offered by pharmaceutical companies and there is no academic purpose in such trips. Besides, Registrars can be seen promoting particular brands during Emergency, IPDs and OPDs timings by prescribing expensive drugs instead of the economical cheaper drugs available in the markets.
Doctors in GMC prescribe the drugs of a particular company as per their choice clearly favoring the companies of their choice only to secure their interest in the shape of huge commissions.
Moreover, Drugs and Food Control Organisation, J&K had conducted a survey on the directions of Minister for Health and Medical Education in Surgery/ Medicine and Orthopedics Departments few months back in which they found that the Registrars and other doctors had strong nexus with pharmaceutical companies. The reports was been sent to Commissioner Secretary for further action which never came through. Drug controller of Drug and Food organization Dr Lotika Khajuria confirmed that a survey was conducted on the directions of concerned Minister and during survey it was found that most of doctors were having nexus with pharmaceutical companies.
When asked about what step has been taken in this regard, she replied the reports were submitted to Commissioner Secretary for necessary action.
Principal of GMC&H, Dr.Sunanda Raina said that it was very difficult for administration to keep eyeing those doctors who were taking freebie from pharmaceutical companies. "If any complaint comes to us we will take action. We are also going to introduce (three leaves) OPDs prescription slips to further strengthen the monitoring of prescription audit," she said
