JAMMU, Feb 26: An influential junior Pharmacist and a junior Health Inspector have been performing their duties as clerks at Director Health and Services Jammu and 2.5 days salary is being drawn by both of employees reportedly without maintaining regular roster of their services.

An RTI reply in possession of Early Times states that Shafkat Hussian, a junior pharmacist is working in the pay scale 9300-34800+42000 which is senior pharmacist scale but instead of utilizing his service, he is working in Death and Birth section since 2009. Other junior Health Inspector, Pawan Singh has been appointed for supervision/ consolidation of malaria reports received from the periphery health institutions and deployed to work in Medical fitness certificate section in the same office and both are drawing 2.5 days salary.

Pharmacist is a technical post, but instead of utilizing his services in health institutions he is posted in the office of DHS Jammu with the blessing of senior officials.
Department claims in the reply that the services of junior pharmacist are being utilized on Sundays and Gazzetted holidays to provide medical facilities during religious/ social functions and emergency situations in Jammu city and he is also deployed to border areas during Pak firing. Similarly, JHI Pawan also performs malaria tour in the field in addition he is working Medical fitness section and Shafkat holding charge of Birth/death section being Urdu knowing person in this office.
RTI seeker alleged that drawing 2.5 days salary every month is totally against the laid down criteria and most interestingly, the department has failed to maintain their regular roster which is mandatory for release of 2.5 days salary.
Pharmacist is a technical post, bust instead of utilizing his services in health institutions he is posted in the office of DHS Jammu with the blessing of senior officials. As per order no DHS/J/Es-2/107-u11/139-40 dated 4-4-2016 he was transferred, after 7 years spent in the office, to Sub Centre, Sainik Colony Jammu after receiving number of complaints against the influential employee but he managed to stay on on the pretext that he was only Urdu knowing person.
Similarly, JHI Pawan Singh was promoted in the pay scale of 5200-20200+2400 and posted CMO office Jammu hinting at the nexus between both employees and higher ups of department who are helping them to do their arbitrary.

Director Health and Services Dr Gurjeet Singh and Chief Medical Officer Jammu Dr Robinder Khajuria could not be contacted for comment.
