JKMSCL compromises on quality of equipment

Jammu, Jan 24: Comprising on quality of critical care equipment, the Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) allegedly got irrelevant equipment installed in 21 Critical Care Ambulances.

 The charges however have been refuted by Managing Director JKMSCL Dr Yashpal Sharma who said that prior to the approval of rate contract; the corporation had verified details of all the equipment. "So far, the company has delivered three CCAs fitted with the equipment, which had been verified by team of experts" he said.

As per documents in possession of Early Times, tender for procurement of Critical Care Ambulances was secured by Delhi based company vide Nit no JKMSCL/CCA/108 Dated 27-11-2015/. "Equipment installed in the ambulances has been imported, but several companies provided/installed the equipment in violations of guidelines.
JKMSCL caught on wrong foot
The Jammu and Kashmir Medical Supplies Corporation Limited (JKMSCL) is again in news for the wrong reasons for installing irrelevant equipment installed in 21 Critical Care Ambulances.

"As per the guidelines regarding Astral 100/150 (a Ventilator which is being installed in the all the ambulances), it is mentioned in brochure that "Astral device is not intended for use as an emergency transport ventilator" and "Do not expose the device to excessive force, dropping or shaking." It is strange that while it is known fact that the CCAs are to be used to ferry patients on bumpy roads where the ventilator is bound to shake; hence according to its own brochure, it is not suited to be i9nstalled in the CCAs.

"Other equipment, like Suction Machine, doesn't having valid certificates and Rajasthan medical Services Corporation tender no F -8 (7) RMSC/EPM/M-5/15-16/NOB-88/782 dated 22-7-15, had rejected the bid of the company", documents stated, adding another equipment Defibrillator, BeneHeart D3 doesn't support in road ambulances.

"Some of the equipment, which is being installed, is not meant for Transport Ambulances according to equipment guidelines, but surprisingly, the corporation has ignored the guidelines and went ahead with their installation," Sources alleged.

Doctors' "negligence" claims 2 lives
