Moreover, it is alleged that these officials are also running an alleged transfer industry within various departments at their own and have earned hefty amount from the employees of the different departments.
A letter addressed to DGP J&K from a social activist namely Karnail Singh resident of Samba in possession of Early Times reveals that some of security personnel have been enjoying a posting at Civil Secretariat Jammu and Kashmir for the last 10 to 15 years due to alleged unholy nexus within the system.
"These personnel have managed their postings through alleged mal-practice having patronage of some moles at higher chairs within the department who never have bothered to recommend their posting to their parent Armed Police Battalion " the communiqué addressed to DGP stated. "Even if some odd men were transferred by the Director General of Police (DGP) but Superintendent of Police (SP) Security has not bothered to relieve them for reasons best known to him, "the activist alleged in his letter. A senior bureaucrat seeking anonymity confirmed it saying that there is some odd security personnel who have not been transferred for last two decades as well as they are also involved in transfers of employees of different departments of the State Government and are minting huge money from the employees.
He also maintained that an alleged nexus is running between these security personnel and some senior officials stationed at Civil Secretariat for last many years, "he claimed adding that, successive governments had claimed that the necessary steps would be taken against those who are involved in promoting corruption but ironically all such claims fall flat due to alleged strong political patronage.
When contacted SP Security Civil Secretariat Jammu, Shamsher Hussain briefly said that there were no officials who had been posted for more than 5 to 6 years.
