Most blood banks operating without licenses

Jammu, Dec 2: Most of the 31 blood banks in the state are operating without valid licenses in violation of norms as the licenses of these blood banks got expired during last few years. Moreover, the Drug and Food Control Organisation (DFCO) Jammu and Kashmir also found other deficiencies in the blood banks during its inspections. According to the Drugs and Cosmetics Rules, 1945, blood bank licenses are valid for five years. Central Licensing Approving Authority of Central Drugs Standard Control Organisation (CDSCO), renews licenses after the state Drug and Food Control Organisation (DFCO) satisfies and recommends for renewal. "Before recommending, a three-member committee comprising CDSCO Drugs Inspector, Drugs Inspector of DFCO and an expert in the field, conduct a joint inspection and see whether the management or organisation has provided all the facilities or not. The inspection must be done within six months after the expiry date of the licence, "Official Sources informed Early Times that as per norms, if the license of any blood bank is not renewed, it is deemed as cancelled. Sources further stated that most of the blood banks in the State are running without proper permission from the concerned authority. The licenses of these blood banks which are established in the premises of the government hospitals lapsed f few years ago, but authorities of respective hospitals haven't bothered to apply for renewals. Despite a year's delay, most of the banks are yet to give details like technicians working in the blood banks and facilities provided in the blood banks as per the rules.
"Very few blood banks applied for the license but were denied as they failed to complete the criteria laid down by concerned authority, "Sources claimed, adding that the officials of State DFCO along with Central Drug Control had conducted numbers of time jointly inspections of these blood banks but every time they found shortcomings. Since they could not furnish the equipment list and technician details to the DFCO, the Organisation did not recommend their license renewal for the last few years. They also wrote to the Health Department of the State about the shortcomings and directed to overcome the shortcomings but neither the department nor the officials of these blood banks have bothered to furnish proper documents for renewal.
When contacted Deputy Controller of DFCO, Lotika Khajuria said number of blood banks applied for renewal and same is under process.

Doctors' "negligence" claims 2 lives
