Floating rules: Most of the drivers of commercial vehicles, without uniform

JAMMU, Nov 06: While administration is claiming that it is formulating a comprehensive city mobility plan to streamline traffic in Jammu, but authorities have failed to implement a simple decision: Ensure drivers and conductors wear a proper uniform.

The order to wear uniform was issued in 2009, directing drives and conductors of commercial vehicles like matadors and busses to wear Khaki colour shirt and trouser, to identify them but no one has taken it seriously.

Interestingly, whereas the traffic police officials have deployed, it is each time seems the traffic police officials busy to gossip with their colleagues. Computers manage the traffic jams by themselves and traffic police stand at there and watching these things.

Official’s source said that the traffic police department has given time to drivers and conductors to wear the uniform and safe form the challan. The policy has been failed because a nexus between traffic personnel and drivers. He also said that and other hand the lack coordination of traffic police department and transporter department.

“The administration is also overlooking the manner in which seats are altered by matador owners to allow overloading of passengers. The approved seating capacity of a Tata 407 mini bus is 17 and that of Swaraj Mazda is 21. But the maximum mini buses do not adhere to the rules and indulge in overloading,” he added.

He further said that the traffic department officials had imposed fines on traffic offenders. Officials are also seeking the cooperation of the people and transport unions.

Source said the traffic police seem to have turned a blind eye to the decision and have failed to take steps to strictly implement the rules. The traffic police have failed to punish erring mini-bus drivers, who seem to break rules with impunity.

When contacted SSP traffic Manmohan Singh said that “the traffic police department was given time to commercial vehicles driver and conductor to wear the uniform. The given time period has been finished now the official of traffic police are continuing “challan” to them, who violate the rules and regulations.
