JAMMU, Oct 27: Like every winter, the Jammu and Kashmir Civil Secretariat closed in Srinagar on Friday as part of 138-year-old biannual 'Durbar Move' practice and will now open in winter capital Jammu on November 5.

In winter capital hectic preparations are being made to deal with the thousands of employees and vehicles which will be in the city for next six months.

The secretariat has closed from Srinagar for annual durbar move. The offices will reopen in the state’s winter capital, Jammu. The civil secretariat and other move offices closed in the summer capital and left for the winter capital, Jammu, where work will resume on November 5.

Official’s source said that the over hundreds of trucks carrying office files, furniture, computers, and other office records and movable items of dozens of offices including civil secretariat, police headquarter, JK Assembly and Raj Bhawan from Jammu to Srinagar.

“The attendance of employees in Civil Secretariat was thin yesterday since people were busy with pre-Eid shopping. For the last several days, the government records were being shifted from secretariat to Jammu. The practice is continuing going on, “he said.

He also said that the civil secretariat wore a deserted look with hardly any person from outside paying a visit. The offices have already sent their advance parties to Jammu to receive the documents. The employees from Jammu have already left for their respective homes. Those from Kashmir will leave after celebrating Eid with their respective families.

“The state government has announced the list of ministers and officials who would be in-charge of the winter secretariat here during the winter months,” he added. He said Durbar move is the practice of shifting offices from summer to winter capital in winters, and back in spring. The expensive practice was introduced during the Maharajas’ era. The continuation of the practice, however, has come under criticism due to the loss it inflicts on the state exchequer.

The Jammu and Kashmir police Friday ordered one-way traffic on Srinagar- Jammu National Highway on October 30 and 31st. "There will be one-way traffic from Srinagar to Jammu for smooth passage of the Darbar move convoys from the summer capital," The Traffic department has also appealed to the general public for cooperation with the traffic police for smooth passage of keeping in view the annual Darbar Move tradition.

Kishtwar MMS scam, again raises issue, how secure is our girls

Nitesh Sangral JAMMU, June 27: In yet another case of how our society is heading towards moral ruin, a recent case of sexual exploitation of B.ed girl has again exposed the vulnerability of our sisters and daughters. Though the accused have been arrested by the police while he was fleeing towards Kashmir, but it raises lot of question about the moral degradation of our society, which has long tradition of ‘Guru-Shiysha’ concept. Sources said that it could be a tip of the ice berg as there are number of people who are exploiting the innocent girls. However the concern is how to stop this menace which is like a curse on our society. A college student said that at times girls face mental harassment in shape of comments, sudden touch or lewd gestures from the teachers, but it is mostly ignored. Few days back, a teacher of a private college was arrested for allegedly making an obscene MMS of a student in mountainous Kishtwar district. 'The teacher identified as Tariq Qayoo...
