Govt. asks district administration to establish VCs to monitor ration distribution

JAMMU, Sept 18: Government has directed the authorities to constitute Vigilance Committees (VCs) comprising concerned MLAs, District Development Commissioner (DDCs), Sarpanchs and Panchs to monitor distribution of ration and other essential commodities in their respective areas.

The step has been taken against the repeated complaints received by the Consumer Affairs and Public Distribution Department (CAPD) about the siphoning off ration by some ration dealers in active collaboration of the CAPD staff at its godowns.

Sources said that even in villages around Jammu district, people are facing shortage of ration mainly because it does not reach the respective dealers and is being sold after it moves out from the godowns.
Minister said, “Timely and proper distribution of ration especially LPG supply among the people is our main priority and people found misusing their authority will not be spared”.

He said that officers have been directed to ensure that the ration entitled under drought relief should be provided to the deserving beneficiaries in timely especially in Doda and Kishtwar district.

Under the plan, Sarpanch and Panch will have to append their signatures on the sale register kept in each block before it will be submitted to each zone. Sources said that this way the CAPD wants to ensure that the ration reach in the right hands after number of cases were found where some dealers were siphoning off the ration meant for the masses.

“The local Sarpanch, a senior teacher from government school in the area, Numberdar, Anganwari workers and Village Level Workers (VLOs) will be the members of these committees, they maintained”, said a official.
Officials said that decision has been taken following several complaints regarding irregularities in Public Distribution System (PDS) and pilferage of government ration. Even the centre has shown its volt face during a official level meeting.

It is pertinent to mention here that nearly 65 lakh souls are dependent on PDS system for supply of ration which is being supplied through 7000 sales depots of Consumer Affairs and Public Distribution (CA&PD) department.

Minister for CAPD, Qamar Ali Akhoon said that government has already formed Multi Disciplinary Committees (MDC) to cross check ration loaded vehicles at Kathua and Lower Munda.

It if pertinent to mention here that government even in Legislative Assembly is under attack from its own MLAs representing the areas of Poonch, Rajouri, Doda, Kupwara and Handwara that ration is not reaching the people from the Public Distribution System (PDS).
