JAMMU, Mar 26: Jammu and Kashmir has produced 45, 01,198 cases of liquor during 2010-11 thus earning revenue of Rs 184.44 crore.
Official figures reveal that it is 2,45,158 cases more than what was produced in 2009-10, during which only 42,56,040 cases were produced and revenue collected was Rs 156.01 crore.

As per the data, during 2008-09 about 35,32,673 cases were produced in the state and the revenue collected was Rs 133.07 crore. Officials said that sale of liquor has become one of the biggest revenue generating avenue for government, despite various religious and social stigmas attached to it.

However government has not issued any new licenses since past two years and liquor is one of the heavily taxed items. “As per the policy no advertisement of liquor is permitted in state and no shop can display it in glass windows nor can be it sold to a person less than 21 years of age”, official said.

At the moment there are 226 liquor shops owned by private parties in the state. Of these, 135 are in Jammu city, 21 in Udhampur district and 40 in Kathua. Srinagar has 4, Baramulla 1 and Leh has 2 shops.

Recently even the Finance Minister Abdul Rahim Rather said in Legislative Assembly that it is not possible to impose total prohibition in Jammu and Kashmir like Gujarat. “Imposition of prohibition in isolation is going to prove counter productive and will result in clandestine smuggling of liquor from other states of the country”, Rather said.

He said that it has been observed that imposition of total prohibition results in manufacturing of spurious liquors which is more hazardous for health.
In 1990 Andra Pradesh enforced total prohibition but abandoned it within two years as it gave rise to smuggling of liquor. Officials said that being a tourist state requirements of visitors have to be kept in mind.

It is pertinent to mention here that apart from local production J&K imports huge quantity from outside the state. To deal with the menace of spurious liquor the Excise and Taxation Department has decided to introduce tamper proof holograms on the bottles.

As per the new concept the temper proof multi-coloured holograms seals would be put on each bottle to enable easy detection of the counterfeit products.
