Early Times Report
JAMMU, Aug 16: Former Principal Government Medical
College and Hospital (GMCH) Jammu who was accused of vandalizing the
Principal's Office and brandishing revolver to terrorize staff on March 16,
2017 has again been given a clean chit by a probe committee the inquiry
committee reported.
Meanwhile it is alleged that some influential officials
within the ministry and department are sitting on committee report finalized on
April 17, 2017 and they do not want the report to come out of the cold storage.
According to report (a copy in hand with Early Times)
submitted by high level inquiry committee the panel of committee came to
conclusion on the basis of cross examining of the so called eyewitnesses and
also analyzing CCTV footage besides official records as the accused has claimed
that he was not present in Jammu on the mentioned by the complainant (the
incumbent principal) as the allegations completely mismatching with statements
as mentioned in complaint.
Complaint not justified
The enquiry committee, therefore concluded the
enquiry by submitting that the allegations that Dr Zahid had put his revolver
on the table of the principal, ransacked the Principal's room and forcibly
made the employees to work under his instruction is not proved and thus the
complaint lodged by Dr Sunanda is not justified.

Here it needs to mention that on March 17, 2017, Dr
Zahid had been suspended over the allegations of gross indiscipline, misconduct
and disobedience of Govt. order no 138-HME of 2017 and present incumbent in her
complaint alleged that on March 16, she (Dr SunandaI arrived at the office at 9
AM and received a Phone call that former is sitting in the PMC' office, she saw
Dr Gillani's pistol lying on the table beside the room ransacked as the
bouquets and decoration were lying scattered on the floor and the chairs were
in a distorted manner, following which concerned ministry has constituted a
committee comprising Dr Saleem-ur-Rehman, Director Health Services, Kashmir,
Nasir Ahmed, Additional Secretary Health and Medical Education Department and
Zahoor Ahmed, Director Finance has been constituted by the government to look
into the alleged unbecoming conduct of the former Principal.
In the report which was submitted by the committee on
dated 17-04-2017 in the department states that the office of the Principal, GMC
Jammu received the Order no 138- HME of 2017 dated 13-3-2017 on March 15th,
2017 which is evident from the receipt register (copy of which enclosed
herewith) and Dr Zahid Geelani was not available in the office on 15 march
2017.
Dr Zahid in his reply has mentioned that he had gone
the office of the Principal GMC Jammu on 16 March 2017, handing over the charge of the Principal. The
written statement submitted by Dr Sunanda doesn't corroborate with her verbal
statement given before the enquiry committee to the extent that the entire
office was allegedly defunct with telephone wires being removed, interest
faculty cut off, her personal files with her personal documents left by her in
PMC office on March 15, 2017 were missing.
It further states that the allegation of the
complainant that there was ransacking in the office Chambers of the PMC Jammu
is not proved either from the statements of the officers/ officials who were
present there or from the CCTV footage. The statements of Anil and Deepak
cannot be relied upon as the statement given by them seem to be concocted,
tutored, fabricated, because of the reason that both the employees could not
justify their statements and were not near to the occurrence of the incident
i.e.. Principal's room/ table and have seen the incident by peeping in through
corner of the door which is insignificant to be taken into account and has not
been established in the CCTV footage.
The allegation of keeping revolver on the table,
ransacking of Principal's room and forcibly making the employees to work under
the instructions of Dr. Zahid cannot be proved either from the CCTV footage or
statements of witnesses. That using the chair of Principal on 16th of March and
making the round in the hospital and asking for attendance register of
employees in the Library Department is Inappropriate as Dr. Geelani had stated
that he just wanted to handover the charge on 16th March 2017 to Dr. Sunanda.
The enquiry committee, therefore concluded the enquiry
by submitting that the allegations that Dr Zahid had put his revolver on the
table of the principal, ransacked the Principal's room and forcibly made the
employees to work under his instruction is not proved and thus the complaint
lodged by Dr Sunanda is not justified.
However, in-spite of being aware of his transfer from
the post of the PMC Dr Zahid's sitting on the chair of the Principal on 16
March after receiving the information of his transfer was inappropriate.
Incumbent Principal has not tried to contact former telephonically or
personally to inform him about the assumption of charge on 14 March or even
after that which again is not a healthy sign of effective administration.
