JAMMU, Mar 16: Facing repeated complaints about use of poor quality material in the construction of school buildings undertaken by Village Education Committees (VEC)s, formed to implement the Sar Shiksha Abhiyan (SSA) in each district, government has decided for third party monitoring of all the projects. Sources said that third party monitoring has become necessary as central government is quite unhappy with the way SAA-meant to upgrade the elementary schools have been implemented in across the Jammu and Kashmir. Though VEC are an important constituent of the centrally sponsored SSA project as they consists of elected public representatives and MLAs of the respective areas, but in Jammu and Kashmir, they have failed to ensure transparency. This has even pointed by the central government from time to time during the official level meetings. In cases these VECs are themselves involved in bungling. Even the claims of government to rein in on the ‘construction mafia’, has failed to streamline the process, which has led to exposure of large scale bungling in the funds meant for the purpose of improving the elementary education. Officials said that there are complaints that the in some cases these VEC are not being consulted and they remain mute spectators to poor implementation of the projects in respective villages and blocks. “Yes we have invited Expression of Interest (EoI) for third party monitoring of all the SSA works in all the districts. They will use their equipments and expertise to test the material used in the construction purpose”, said Yasha Mudgal, state project director of SSA. He said that they will submit their independent reports to the government, which will leave no change for any tempering. “The construction work is being allotted to contractors who are mostly connected with politicians and officers of education department. VEC have at times totally defunct”, said a official source. Pertinent to mention here that government has recently decided to take disciplinary action against its field officials found involved in ignoring the norms set by Project Appraisal Board (PAB), constituted by the Central Government for opening, upgrading schools under Sarv Shiksha Abhyan (SSA) in Jammu Kashmir. |
Nitesh Sangral Early Times Report JAMMU, Mar 6: The State Health Ministry' claims regarding increase in PG seats in broad specialties have fallen flat as Medical Council of India has granted only 13 more PG seats to the Government Medical College Jammu, while GMC Srinagar has got 30, thanks for not conducting Departmental Promotion Committee (DPC) of faculty members. It is penitent to mentioned, Minister for Health Bali Bhagat assured Upper House that the Principal Secretary H&ME Department handed over the proposal for increase of 133 PG seats in GMC, Srinagar and 107 PG seats in GMC, Jammu, as one time increase in Medical Colleges of State for the year 2018-19. The Ministry of Health and Family Welfare, through its communication dated March 6, 2018, has conveyed its approval for admitting 15 students in GMC Jammu and 29 for Srinagar for 2018-19.
