Health Deptt continues with policy of adhocism in GMC Jammu

JAMMU, May 28: Continuing with policy of adhoicism in Government Medical College and Hospital (GMC&H) Jammu, Health and Medical Education Department once again ignored Departmental Promotion Committee (DPC) of 71 doctors and issued another order of appointment of 26 contractual adhoc faculty members in various specialties in gross violation of Medical Council of India (MCI)'s guidelines as MCI doesn't calculate Adhoc faculty. 

Moreover, most of the colleges in the country including the GMC Srinagar got a substantial increase in PG seats, GMC Jammu had got a dozen seats, because of the fact that most of the Associate professors and professors of various disciplines of GMC Jammu were holding their posts on OPG basis and were not confirmed by DPC.
As per Government order no. 284 HME Dated 25th May 2017, the 26 Faculty members were appointed in various disciplines viz Anaesthesi, Blood bank, CTVS, Dermatology, ENT, Obs & Gynae, Medicine, Psychiatry, Paediatrics, Pharmacology, Radiodiagnosis, P&SM, Surgery, Orthopedics, Opthalmology and neurosurgery.
Officials within GMC&H told Early Times that adhoicim is reflected in the fact that in discipline of Medicine as one adhoc (incharge) lecturer was directly placed as adhoc Associate Professor, also in Radiodiagnose and Ophthalmology departments, one Lecture each were again reappointed as adhoc Assistant Professor by the government. It clearly shows the policy of Health Ministry as adhoicism and favoritism is flourishing particular in GMC Jammu and blue eyed doctors are being appointed again and again on new higher posts on adhoc basis.
"Those who were most deserving candidates in the department of PSM and Eye were left out inspite of the facts their HoDs has projected dearth of faculty but since they were meritorious cansidates and not blue eyed there fore could not make it in this list, "official alleged.
Moreover, officials claimed that in the department of medicine, there is one contractual and adhoc lecturer, working for last 2 years, has promoted and placed as adhoc Associate Professor in the same department. While seven PSC selected regularly and permanent lectures are working for last more than 7 years, have not been promoted to Assistant professor, despite High Court directions in SWP case of Dr. Gurmeet Singh and Others V/s State, in which the process of contractual appointment in medicine Department was stayed.
Similarly, in Department of Radiodiagnosis, there is also a contractual lecture working for about two years, has been re-appointed as contractual and adhoc Assistant Professor, while a permanent lecturer in Radiodiagnosis, who was selected by PSC and appointed more than 4 years ago, has still not been placed as Assistant Professor.
Officials also alleged that the callous approach of H&ME department can be gauged from fact that junior faculty member on contractual basis have been reappointed on higher posts, while the PSC confirmed candidates lectures holding regular posts in faculty of GMC are being ignored and not promoted to next higher posts due to pressure from some senior most doctors.
Here need to mention here is the fact in the some of the Disciplines including ENT and Anaesthesia, these contractual appointments have been made in gross violation of service rules of MCI, despite the selection list of the candidates have already been sent by PSC to concerned department few weeks but blue eyed have been placed on the post as contractual.

Faculty members told that the fate and DPC confirmation by PSC of about 80 faculty members, who were promoted on Own Pay Grade (OPG) basis about more than a year ago, is still gathering dust in the concerned department. Rather than processing the files and convening of DPC meeting on this issue, the department has chosen to policy of Adhoicim, when the college is struggling to match the MCI criteria for enhancement of 100 to 150 Seats.

Doctors' "negligence" claims 2 lives

The government on Tuesday issued an order removing GMC Principal, Dr. Zahid Gillani, and appointed Dr. Sunanda Raina as the new Principal. But Dr Gillani refused to obey the order, and made rounds of the hospital premises, escorted by unwilling officials.
